Peking, February 23, 1910. WITH reference to the last paragraph in my despatch No. 54 of the 18th instant, on the subject of the discrepancies in the information regarding the old and new freight rates on the South Manchurian Railway, I have the honour to report that I have now received from the acting vice-consul at Dairen a printed copy of the tariff of the 1st July, 1908, in which the specific car-load rate per ton for 3rd class goods between Newchwang and Mukden is given as 3-85 gold yên, and not 3·95 as originally stated.

If the comparison, therefore, is confined to the tariffs as published on the 1st July, 1908, and on the 3rd November, 1909, the correct figures in the three cases of discrepancy are as follows:----

3rd class goods---

1. Dairen-Mukden, new rate

2. Newchwang-Mukden, old rate..

3. Newchwang-Changtu, new rate

Yen.

Mr. Paton states that the above figures have been verified by the South Manchuria Railway Company.
